Vienna, Austria – 7 July 2025 – DIMOCO, a leading Austrian licensed payment institute and carrier billing provider, enables Drei Österreich to work as an agent under its Austrian payment license. Strengthening DIMOCO’s position as a leader in the carrier billing ecosystem.
By operating under DIMOCO’s financial license, Drei ensures full compliance with PSD2 regulation, enabling them to offer carrier billing as a payment method for both digital and non-digital goods and services.
Under PSD2, carrier billing can only be used for digital goods and services. What counts as a digital good and/or service has been interpreted differently across different jurisdictions. However, by using the Agent Model, MNOs can provide carrier billing services to any vertical, such as mobility, food delivery, and EV charging. The Agent Model also removes the regulatory payment limits of 50 euros per transaction and 300 euros per month. It is up to the MNO to decide a payment limit depending on the risk profile of the merchant.
